The Commissioner of Lobbying means:

Appointment process

Staff members of the Commissioner of Lobbying are appointed in accordance with the Public Service Act. The Commissioner of Lobbying recruits his staff on the same basis as all government ministries and agencies.

When positions become available within the institution, the Commissioner of Lobbying consults the public service banks of qualified persons. The Commissioner fills its vacancies through the government’s Career portal  .
