Annual conference of the Lobbyists Registrars and Commissioners Network held in Quebec city

Quebec city, October 6, 2022

Lobbyisme Québec hosted the annual conference of the Lobbyists Registrars and Commissioners Network from October 3 to 5. “It was an honour and a pleasure for my team and I to receive my counterparts from the Federal government, the Canadian provinces and some municipalities to discuss and debate issues and best practices in the lobbying field”, said Québec’s Lobbyists Commissioner, Me Jean-François Routhier, at the close of the conference yesterday.

The Commissioners and Registrars reaffirmed the importance of lobbying and its transparency as an essential component of a sound democracy.

During this conference, four topics were specifically highlighted by the participants:

  • The impact of the COVID-19 pandemic on lobbying. How our respective offices and lobbyists had to learn to work differently.
  • Grassroots lobbying and disclosing the sources of funding for research, think tanks and organizations.
  • Accountabilities of public office holders with respect to lobbying.
  • Best sanction models to implement promotion of lobbyists’ compliance.

The event was concluded by a presentation of the Edelman 2022 Trust Barometer by Mr. Samuel Lessard, as well as a lunch with Mr. Siegfried Peters, Secretary General of the National Assembly of Québec.

Mr. Routhier would like to warmly thank the representatives from the various jurisdictions who have made this conference a success by fostering further collective reflection on the issues surrounding the regulation of lobbying. He specifically welcomes Mr. Josh de Groot, newly appointed Registrar of Lobbyists for Alberta, and expresses his thanks to the former Registrar, Ms. Lara Draper, for her work.

The next annual conference of the Lobbyists Registrars and Commissioners Network will be held in Fall 2023 in Victoria, British Columbia.

By promoting transparency and supporting the public’s right to information, the institution contributes to strengthening citizens’ trust in public institutions and those who run them.

The Québec Lobbyists Commissioner, a person designated by the National Assembly, is mandated to monitor and control lobbying activities conducted with public office holders of parliamentary, government and municipal institutions under the Lobbying Transparency and Ethics Act and the Code of Conduct for Lobbyists.
