To ensure monitoring and control of lobbying activities, the Lobbying Transparency and Ethics Act 
provides for the appointment of a Commissioner of Lobbying.
To preserve his independence from executive power and the government apparatus, the Commissioner of Lobbying reports directly to the National Assembly, which appoints him.
His appointment must receive the approval of two thirds of the members of the National Assembly.
In his capacity as a person appointed by the National Assembly, the Commissioner is independent of the government administration. However, he adopts management rules similar to those that apply in the public administration.
The Commissioner of Lobbying is vested with powers of inspection and investigation to carry out his mandate of monitoring and control. The activities of the institution are placed under his authority.
